PFRA appoints new head of policy

The PFRA has appointed Dr Toby Ganley as its new head of policy.

Toby joins PFRA from the National Council for Voluntary Organisations, where he was a policy officer providing secretariat services for the Funding Commission – the body set up by NCVO in 2009 to look at how the voluntary sector will secure funding over the next decade.

His principal roles at PFRA will be to build relationships with local authorities and parliamentarians and develop PFRA’s position on the implementation of Part 3 of the Charities Act 2006 (the unified licensing regime). He is also taking the hands-on lead in PFRA’s collaboration with the Trading Standards Institute to map cold calling control zones (CCCZs).

“Some of the challenges of this job have already presented themselves,” Toby says. “Face-to-face is a well-established and successful method of fundraising for many charities, but those results don’t always mean acceptance by councillors and MPs or their officials.

“My job will be to convince our local and central government stakeholders that PFRA can free them of the regulatory burden of licensing and managing F2F by delegating these tasks to us. The longer we wait for details on implementation of the licensing regime in Part 3 of the Charities Act 2006, the more important these discussions become.”

After obtaining a doctorate in political philosophy from the University of Queensland, Toby, a New Zealander with Australian parents, moved to back to New Zealand to take up a post with the NZ government.

His work in Wellington saw him managing a team of policy analysts at Te Puni Kokiri (the Ministry of Maori Affairs), where he was involved in negotiating the settlement of grievances held by indigenous tribal groups against the Crown.
